Indian Point Energy Center tests the sirens quarterly and I am always surprised when it happens. The news media is responsible for getting the word out about the test. An IPEC emergency booklet is on line and spells out all kinds of information on what to do in case of an actual emergency.
But if you are like me and aren't always plugged into the radio or TV, there is an APP. Of course there is an APP.iAlertz will keep you up-to-date on the siren test at Indian point plus weather and traffic alerts. They support Apple and Android devices. So to be in the "know" check out this free APP and avoid the heart attack!"
As we reported to you on April 9, there was a serious spillage of fuel oil near the shore of Lake Oscawana sometime in February, which went undetected until about two weeks ago. Many people observed an oil sheen on the water of the lake once the ice cleared away and there was also a noticeable odor. The Town is aggressively pursuing all available remedies to protect residents from any after-effects of this unfortunate situation. In the meantime, I am happy to report that we no longer see the oil sheen on the surface of the lake and the smell appears to have dissipated. The NYS Department of Environmental Conservation has been on-site frequently over the past several weeks, monitoring conditions and overseeing efforts to prevent further damage to the lake and the groundwater.
The DEC is currently testing water in the area of Lee Avenue to check for possible contamination. They will be back in the area on Thursday, April 23rd and Saturday, April 25th to conduct additional testing. If you live in the vicinity of Lee Avenue, and you want the DEC to test your water, please send an email to John Omara at: john.omara@dec.ny.gov. If you cannot be home, you can give the DEC permission to use your outside water spigot to collect samples.
In addition you may be entitled to be compensated for any cleanup costs you may incur as a result of this oil spill. Under New York law, the party responsible for the oil spill is “strictly liable” for the costs of cleanup incurred by surrounding homeowners. if you believe that you have been damaged by this leak, you should, of course, consider consulting your own lawyer for advice. In the meantime, it is important to understand the procedures that you must follow if you believe that you need to make a claim.

--OIL LEAK ON LAKE OSCAWANA-
I have received inquiries from some concerned Lake Oscawana residents regarding an oil spill at one of the homes located at Lee Avenue on the lake back in February.
Here's what we know so far, sometime in February a Lee Avenue home owner's heating oil tank leaked onto the property and then into Lake Oscawana.
The resident attempted to fix the leaking oil tank on their own. Then sometime in April the resident called a professional oil tank repair company. Once the company saw that oil had leaked into the ground and lake, pursuant to NYS law the company immediately notified NYS DEC.
DEC has been working with the home owner since then to clean the property and lake. The Putnam County Health Department was also contacted and is testing water wells in order to determine if any contamination occurred.
Unfortunately, the Town of Putnam Valley has no jurisdiction in this matter. The town is unable to assess the damage firsthand. However, I have been in contact with the DEC and Board of Health and have requested that the town be kept informed of the extent of damage and steps being taken to clean the property and lake.
If any resident has any concerns or information they can contact the Putnam County Department of Health.
As I receive updates from either agency I will pass them along.

Rather than conduct a normal Shabbat service, we will be gathering together to study and learn for an hour or so. Our hope is that those who attend will find that they will become more comfortable with the content of the service.
